Kenji Hirata
He is an associate professor in Faculty of Sociology, Toyo University. He received the degree of Bachelor in Education from Waseda University, and Ph.D. in Human System Engineering from the Tokyo Institute of Technology. Main his research interest is expert science, which is acquisition, assessment and management of knowledge, ability, skill and competency from the viewpoints of psychometrics and engineering. He worked in a business management consulting firm for 17 years as an e-learning developer, a consultant on IT management and HRM, and a manager. Now he is also an individual consultant in HR and workplace learning.He have contributed to many standardisation activities as follows, co-project editors on ISO/IEC 19796-3, a delegation of ISO Japan National Body, vice president of HR-ML, several committees of Skills Standards (ICT, Embedded Technology, Bio Industry, and Therapist), chair on Skills Management sub group in OMG, and so on.
