Carl Holmberg

Since Autumn 2008 Dr Carl Holmberg has been Secretary General for the International Council of Open and Distance Education (ICDE) with its Secretariat based in Oslo, Norway. He is of Swedish origin.After a long career at Swedish universities, he worked for the Swedish government and its agencies supporting the transformation of the education systems towards increased openness and flexibility. He has served on the board of international organizations and been involved in European Commission projects and expert groups. Interaction, Adults’ learning, Distance Education and Education Systems Development have been core concepts in his research.2007 he was honoured as a Senior Fellow of EDEN (European Distance and eLearning Network) and since 2009 he is an Honorary Professor of Tianjin Open University, China.
