Born on the 17th of May, 1956.
He obtained his PhD in 1981.
In 1991 he defended his Doctoral dissertation on “Problems of Competition and Monopolism”. Relying on theoretic research he initiated numerous proposals as to antitrust economic regulation, innovative entrepreneurship, and investment management in market economy.
In 1993 Yuri Rubin was conferred the academic status of Professor.
A full member of the International Higher Education Academy of Sciences (IHEAS).
The President of the Social Council for Quality Assurance in Higher Education.
Since 1995 – the Rector of Moscow University of Industry and Finance (MIFP).
The sphere of his scientific interests includes the theory of the firm, managerial and competitive behavior.

Yuri Rubin participated in development of state standards in higher education of the Russian Federation in the following disciplines: computer science, operation research and crisis management. He also participated in elaborating “The Russian Federation Employment Law” and “The Russian Federation Antitrust Law”.
