Open Data, Open Education and eGovernment: Different Trends in Public Administration

The domain of Public Administration is often seen as lagging behind in picking up on technology trends. However, many innovative approaches have been introduced in public administration already: data with relevance to the public are regularly published as “open data” and government and service processes are supported digitally within e-government initiatives. As one of the last key challenges, Open Education and Open Educational Resources (OER) are not yet widely introduced and used. This session will discuss strategies and best practices for introducing OER in public administration institutions. Join us to discuss ideas and develop scenarios in a (shortened) design thinking process to introduce OER.

Jan Pawlowski works as Professor in Digital Media – Global Information Systems at the University of Jyväskylä, Finland.
Born in 1971, originally from Essen, Germany. Masters' Degree and Doctorate in Business Information Systems (University of Duisburg-Essen). Since 10.2007 working as Adjunct Professor within the Faculty of Information Technology. Since 12.2009 Professor of Digital Media with the specialization "Global Information Systems". This includes the research coordination of several national and European projects. Main research interests and activities are in the field of Global Information Systems, E-Learning, Modeling Learning-related Processes, Procedural Models, Learning Technology Standardization, Quality Management and Quality Assurance for Education, and Mobile / Ambient Learning. Actively involved in research organizations (AACE, GI, IEEE) and in standardization organizations (DIN, CEN, ISO/ IEC JTC1 SC36). Acting chair of the CEN/ISSS Workshop Learning Technologies.

Sabine Moebs

Sabine Moebs is a professor in Business Information Systems and International Business at the Cooperative State University Baden Wuerttemberg, Germany. This includes coordination of European and national research projects in the areas of digital learning, OER, the future of learning and user experience in the context of engineering and computing. Her special interest is EU-Africa research collaboration in those areas. She holds a PhD from Dublin City University.
She has been working as a researcher in software engineering and as head of marketing and product development in several small IT companies in Germany, Switzerland and Spain. As freelance project manager for regional development projects she has worked with project partners in Latvia, Poland, Sweden and the US. She is an experienced consultant, moderator and project manager in such diverse areas as regional development, business development in SMEs, learning technologies and in the area of user experience and accessibility.
